Winchester’s city commissioner candidates got a free pass to the general election in November while both parties will have a primary for state representative.

At the end of business Friday, seven had turned in their candidacy papers at the Clark County Clerk’s office. All four incumbents, Shannon Cox, Jo Ellen Reed, Ramsey Flynn and Kitty Strode, are campaigning for another term. Former commissioner Kenny Book, who was defeated in 2018, re-entered the race along with Sam Williams, who ran for Clark County judge-executive in 2018. The final candidate is Hannah Toole.

If eight or fewer people file for the city commissioner’s race, a primary election is not required.

The state representative race, though, will have a full field with multiple candidates from both parties.

Incumbent Les Yates and returning candidate Ryan Dotson will make up the Republican ticket. On the Democrat side, Pat Banks of Richmond returns for another campaign, as does Rory Houlihan of Winchester. They will face Kenny Blair of Winchester for the Democratic nomination in May.

Three seats on the Clark County Board of Education, presently filled by Gordon Parido, Scott Hisle and Ashley Ritchie, will also be on the November general election ballot. Those candidates are not required to file their candidacy papers until later this summer.
