Guilty pleas expected in horse neglect cases

Two people charged with cruelty to animals are expected to plead guilty to the charges next month.
According to the Clark Circuit Clerk’s office, Robert Fraichard and Cynthia Konsella were scheduled to be tried Friday in Clark District Court for second-degree cruelty to animals.
According to court records, the trials were canceled. Both are now scheduled to plead guilty on Nov. 18.
Authorities were called to their residence at 1455 Irvine Road Feb. 16 after a neighbor reported several emaciated horses were on the property.
When sheriff’s deputies and animal control officers responded, one horse had already died and a second had to be euthanized. Two were hospitalized, five were surrendered to the Clark County Animal Shelter and placed in foster care while 14 others remained on the property under supervision of the shelter.
Several of the horses appeared to be malnourished and dehydrated.
In court documents, Fraichard told deputies he had problems caring for the horses and got overwhelmed.
