Former Clark resident to serve two years for Singapore HIV case

A federal judge imposed a 24-month sentence Friday against a former Clark County resident for attempting to extort a foreign government by threatening to release a database of HIV-positive people.

Mikhy Farrera-Brochez, 34, was tried and convicted in June in U.S. District Court in Lexington.

According to court documents, Farrera-Brochez was living in Singapore from 2008 through 2016 with his husband, who led the nation’s National Public Health Unit in 2012 and 2013.

Prosecutors said Farrera-Brochez obtained a copy of the database, which included personal information of more than 14,200 people, including more than 50 U.S. citizens. Farrera Brochez used his mother to bring the database to the United States, which he accessed when he returned in 2018.

Earlier this year, Farrera-Brochez emailed several Singapore government officials with links to the database, which he had posted online, and several demands. In a second email, he threatened to publish the database, according to a statement from the U.S. Attorney’s office.

“The defendant’s conduct was serious and significant, affecting thousands of people across the world,” United States Attorney Robert M. Duncan Jr. said in a statement. “The defendant unlawfully obtained the private, personal identifying information of more than 14,000 people, including American citizens, and used this information in an attempt to extort the government of a foreign nation. Without the hard work of law enforcement personnel, the defendant could have caused significant additional harm, by publishing this personal and private information.” 

Farrera-Brochez will also forfeit all electronic devices and Google accounts involved in the case. He will also be on supervised release for three years after completing his prison sentence

Farrera-Brochez was arrested for criminal trespassing at his mother’s property in Clark County in December 2018, after he was deported after serving a prison sentence in Singapore.

Shortly after his arrest, he was identified by Singaporean officials as the prime suspect in the data leak.
