A woman and her father are facing felony abuse charges three toddlers were found without shoes and caked in fecal matter.
Timisha Anderson, 22, and her father 43-year-old Timothy Anderson Jr. were arrested Dec. 11 for first-degree criminal abuse after Winchester Police discovered the situation.
Timothy Anderson is also a convicted sex offender from a Clark County case in 2000. He was also charged with failure to comply with sex offender registration.
According to court documents, officers were called to a doctor’s office on West Lexington Avenue after a woman had locked herself in the bathroom. When they opened the bathroom door, they found Timisha Anderson and three toddlers. None of the children had shoes and only one was wearing pants.
Officers said the children’s diapers were loaded and had not been changed in some time. All three children were “disturbingly unhygienic” with severe diaper rash, other skin problems and fecal matter “caked” on their bottoms.
Timisha Anderson told police the children were sleeping in their car seats in the Ford Expedition along with her, Timothy Anderson and three dogs. Officers said the vehicle was “filthy.”
Officers also said they found clean diapers, but Timisha Anderson gave two different stories on when the diapers were last changed. She also said she had not applied medication to their rashes in three days.
Social workers told police they had been trying to get the family shelter for two months, but Timisha Anderson said she never returned the calls. Police also talked to the children’s grandparents, who said they tried to get the family to come to their house as well.
The children were all transported to Clark Regional Medical Center, where they were admitted with severe rashes, police said.
The Andersons were set for a preliminary hearing Wednesday in Clark District Court, but the matter was continued until Jan. 8, 2020.
According to court records, Timothy Anderson pleaded guilty to first-degree rape, first-degree sodomy, first-degree criminal mischief and possession of a handgun by a convicted felon in October 2000. He was sentenced to a total of 15 years in prison, and was released in 2015.
