Winchester seeking grant for splash pad

City officials approved a $250,000 grant application in hopes of funding a splash pad at the site of the former Eugene Gay pool.

The grant would be issued through the Kentucky Land and Water Conservation Fund of the Department of Local Government.

Winchester Mayor Ed Burtner said the city has included $250,000 in its budget for the project for several years while others in the community sought to raise additional funds.

According to the grant application, the entire project is estimated at $613,000.

Winchester City Manager Matt Belcher said additional design fees, administrative costs and expensed for preparing the bid documents added about $70,000 to the project costs. Whether those would be covered by the grant or counted as the city’s match remains to be seen, he said.

The pool was closed in 2010 because of increasing maintenance costs; it was removed in 2015 and the site was filled in.

The application says the splash park would occupy about 0.8 acres of the 1.4 acre site off C.G. Stephenson Drive, near Community Park and Harmon Field. As designed, it will include a toddler-safe area, four play areas, two shade structures, restrooms, a picnic area and a couple of playgrounds at the site.

The Winchester Board of Commissioners approved the application unanimously.

In other action, the commissioners:

— approved the second reading of a zoning change for 3.1 acres at 711 Boone Ave. from B-3 to B-4.

— approved the second reading of a zoning change for 6.5 acres at 2396 Bypass Road from agricultural to professional office P-1 (0.37 acres) and single family residential R-1B (6.15 acres).

— approved street closures for the Big Cheesy 5K on June 7 and the Run for the Paws 5K May 19.

— approved the first reading of an ordinance to add one position to the Winchester-Clark County Parks and Recreation board.

— accepted the resignation of Deborah Parr from the Main Street Winchester board.

— appointed Julianne Jones Irwin to fill an unexpired three-year term on the Main Street Winchester board.

— approved the city’s sealed bid of up to $5,000 for the former unemployment office in downtown Winchester.

— adopted the job description for a back-up building inspector/plan examiner/ building official and transferred Chad Wells from Public Works to fill the position.

— accepted the resignation of firefighter III/EMT Matthew Beard.

— accepted the resignation of communications officer III Nova Rison.
