A Clark County man accused of kidnapping his grandmother at knife-point and stealing her car last month sent his case to the grand jury Wednesday.

Thomas Ballard, 33, of 1725 Cole Road, was arrested June 7 for kidnapping and first-degree robbery, and has been incarcerated in the Clark County Detention Center since.

Clark District Judge Earl-Ray Neal overruled a motion to reduce Ballard’s bond from $75,000 to a $10,000 surety bond.

“There’s a knife involved,” Neal said. “I’m just not doing it.”

According to court records, Kenneth Ballard was on the telephone with Naomi Wingard, Thomas Ballard’s grandmother, that morning. He told Clark County Sheriff’s deputies he heard her tell Thomas Ballard not to come in her house before he lost contact. When he reached Wingard’s home, they were gone.

Later that morning, Wingard called Kenneth Ballard and said she was in Montgomery County. She said Thomas Ballard held a knife on her and forced her to drive him there. Ballard then took her car.

Ballard was arrested two months earlier for allegedly stealing her car and items from a safe while she was locked in her basement. Those charges are still pending in Clark District Court.
