Weather continues making changes in Winchester

A heavy winter storm entered Kentucky on Sunday and, as documented, immediately changed Clark County over the next twenty-four hours.
Since then, the effects of the heavy weather—which has included snow and freezing rain—have continued to lead to changes.
Due to the ongoing outdoor weather conditions, the 4:30 p.m. and 5:30 p.m. City Commission meetings scheduled for Tuesday, Jan. 7, were originally postponed and rescheduled for one meeting at 5:30 p.m. on Thursday, Jan. 9.
However, anticipating Thursday’s weather, the meeting was moved to 2:00 p.m.
A joint meeting of the City and County Emergency Management Services (EMS) Committee, originally scheduled for Wednesday, Jan. 8, at 5:00 p.m. at City Hall, was also postponed.
City Hall, located at 32 Wall Street, did open back up on Wednesday, Jan. 8, after a 2-hour delay. Its open hours were from 10:00 a.m. to 4:30 p.m.
The ongoing winter storm led to other closures, such as the Clark County Courthouse on Tuesday.
The courthouse opened on Wednesday, Jan. 8, and held its regular 8:30 a.m. scheduled meeting of the Clark County Fiscal Court.
As mentioned on the City of Winchester, KY Community Information Facebook page, a Planning Commission meeting scheduled for Wednesday was also postponed, with plans for items on the agenda to be heard at the 6:00 p.m. meeting on Tuesday, Feb. 4, at the Clark County Courthouse Fiscal Courtroom.
Clark County Public Schools also closed.
On Tuesday, Jan. 7, the school observed a traditional school closing snow day, stating in a post on its Facebook page that “student and staff safety is our number one priority in Clark County.”
Due to ongoing inclement weather, both Wednesday and Thursday were designated as Non-Traditional Instruction (NTI) days.
Such events encourage continued learning during situations when the district is closed due to health or safety reasons.
The Clark County Health Department offices were closed on Tuesday, though individuals with public health emergencies were encouraged to call dispatch at 859-744-2111.
Winchester Clark County Parks and Recreation, which was closed on Sunday and Monday, opened on a delay at 8:00 a.m. and closed at 6:30 p.m.
However, some events – including Child Watch – were canceled.
