On Thursday, the Clark County Fiscal Court met for its second regularly scheduled meeting of 2023.

Several new developments occurred.

Janna Smith was appointed to fill a seat on the sanitation district board.

Toward the end of the approximately 75-minute meeting, Magistrate Chris Davis motioned to have Smith be appointed a board member.

Initially established in 2021, the sanitation district was created to help build a new sewer main to the Winchester Municipal Utilities treatment plant that would replace outdated sewer treatment plants and benefit mobile home parks.

Ron Tierney, a former member and original board chairman moved out of Clark County in November 2022 and resigned from his position.

The vacancy lasted for over 60 days.

“I talked at length with Janna Smith…she’s very familiar with our project,” said Davis. “She is willing and interested in serving on the board.”

Tierney originally had a two-year term ending in June 2023, which Smith will now complete.

The motion, which was seconded by Magistrate Mark Miller, passed unanimously.

Smith, a resident of Winchester who will become the fifth board member, currently works as a realtor at United Real Estate in Lexington.

Additionally, Gary Henry petitioned the fiscal court for donations to assist in Project Graduation, an event that would benefit his son and other upcoming 2023 George Rogers Clark High School graduates.

First established in 1979, Project Graduation allows for a post-graduation party in which organized, adult-supervised, and alcohol-free activities get offered as an alternative to student-run events that might involve alcoholic beverages or other illicit substances.

“[Project Graduation] is a night when community…[and] family…all make donations to provide a safe environment for our kids to spend one last night together”, said Henry. “This is going to be at [George Rogers Clark] High School. There’s food donated, there’s prizes, games, [and] a lot of activities for the seniors.”

Davis motioned to approve a $500 donation through the community fund.

The motion, which was seconded by Magistrate Dan Konstantopoulos, passed unanimously.

Magistrate Robert Blanton encourages individuals to apply for community funds during the Clark County Community Fund application period, which ended on August 31st of last year and will take place once more in 2023.

“If you’re funded, then…we can put it all [together] at the same time”, he said. “There is a process and a schedule for the community fund disbursements.”
