The Clark County Board of Education approved the implementation of the Stop the Bleed program in its regular meeting Tuesday.

The program proposal, which costs about $11,668.61 to implement, recommended a joint venture with the Winchester Fire Department and Clark County Public Schools to implement the Stop The Bleed program.

The Stop the Bleed program is a part of the American College of Surgeons, Department of Homeland Security and others’ national awareness campaign. It is meant to encourage people to get trained and equipped to help in an emergency before first responders arrive.

“It’s a good program,” Superintendent Paul Christy said. “It puts a trauma kit … in every classroom. There’s a training that goes with it.”

According to the proposal, this program will instruct all district personnel to use life-saving measures to manage wounds using kits provided for every classroom and district offices.

Kits include tourniquets, shears, trauma bandages, compression gauzes, waterproof pens, emergency blankets, a booklet, gloves and more. The board approved the purchase of about 400 kits which will be spread throughout the district.

“The training teaches every teacher how to appropriately use the materials,” Christy said.

Campbell Junior High School staff underwent Stop the Bleed training in August. Renee Montes, an eighth grade science teacher at Campbell, brought the program to Campbell after learning about it while teaching in Orlando, Florida.

The two-hour training is no-cost and is available to any staff member in the district.

The board also discussed the design of the floor for the new George Rogers Clark High School gymnasium.

Christy said the basketball teams, volleyball teams, the athletic director and more liked the design exactly as drawn.

“They were all for leaving it exactly as designed,” he said.

Board member Scott Hisle made a motion to approve the design but with the school name in vinyl rather than painted on, but the motion died for lack of a second.

Hisle suggested the vinyl wording would be more temporary just in case sponsors wanted to use that space down the line.

“Whatever we put down, it’s going to be there for 15 years, we better be darn sure we like it exactly how it is,” Hisle said.

Board member Bill Taulbee wasn’t for the idea of vinyl nor a ton of sponsors.

“I’d hate to see this beautiful court be a NASCAR (race car),” Taulbee said.

Ultimately, the board took no action on the item. The design had already been approved previously and the item was only presented back to the board in case the board wanted to make changes.

In other action, the board:

— approved 4-1 (Hisle opposed) funding for purchases needed to update Windows 7 devices to Windows 10 devices

— approved funding to purchase equipment for Phase I of District Network Upgrade

— approved pay application 24 to Codell Construction, contractors, and suppliers for the George Rogers Clark High School gymnasium and athletic fields project (BG 16-238) for $684,598.67

— approved pay application 10 to Codell Construction, contractors, and suppliers for the GRC field house and athletic fields project (BG 18-334) for $267,987.77

— approved pay application 1514-36 to RossTarrant Architects, for the GRC gymnasium and athletic fields project (BG 16-238) for $4,861.26

— approved pay application 1829-15 to RossTarrant Architects, for the GRC field house and athletics project (BG 18-334) for $77,496.30

— approved change order 12-6 with Bastin Painting for the GRC gymnasium and athletic fields project (BG 16-238) for $2,298

— approved approved change order 19-25 with Rising Sun Developing for the GRC gymnasium and athletic fields project (BG 16-238) for $28,339.68

— approved change order 2-4 with Rising Sun Developing for the GRC fieldhouse and athletic fields project (BG 18-334) for $39,624.40

— approved change order 13-1 with Fayette Electrical Service, Inc. for the GRC fieldhouse and athletic fields project (BG 18-334) for $32,033.26

— approved additional funding for Clark County Orchestra Program
