A Clark County foster mother was charged over the weekend after police said surveillance footage shows her intentionally pouring hot chocolate on her foster child.

Ashley Neal, 33, of 126 Southdale Drive, was arrested Saturday and charged with first-degree criminal abuse of a child younger than 12.

According to a citation, Winchester Police were dispatched to McDonalds on Shoppers Drive in Winchester around 1 p.m. Saturday concerning a woman who alleged she fell and accidentally spilled hot chocolate on her foster child in the process.

When police arrived, Neal said she could not remember anything from the day.

The child’s foster father was also on scene, but his back was turned when the incident occurred.

Surveillance footage from inside the restaurant showed Neal pouring the hot chocolate on the 10-month-old child before attempting to make it look as if she had fallen.

“From in store video, Mrs. Neal is seen walking with her 10-month-old foster child in a baby carrier held against her chest,” the citation states. “She is seen pouring with her right hand on the baby’s head, taking several more steps then attempts to fall, bracing herself with the same right hand.

When interviewed by police, Neal said she could not remember the incident.

Winchester Police Capt. James Hall said the child suffered severe burns to its head and face and was transported to Cincinnati Children’s Hospital where it remained in serious condition Monday.
