Clark County Treasurer Jerry Madden was appointed to a second full term in the position, following a vote by the Clark County Fiscal Court.

Madden has served as treasurer since the beginning of 2014. He was initially hired in April 2013 as the assistant treasurer.

“Jerry has a wealth of experience and he’ll be able to guide the county through the next four years,” Clark County Judge-Executive Chris Pace said.

County treasurer is an appointed position with a four year term. State stature requires a treasurer be appointed before June 30, which is the last day of the fiscal year. The treasurer then takes office on July 1.

Prior to Madden’s initial appointment, the county had three different treasurers in the span of two and a half years.

The appointment was approved during the June 27 fiscal court meeting.

During the same meeting, the fiscal court approved the second reading of the fiscal year 2020 budget. The first reading passed with a 4-3 vote following changes to the jail budget by Magistrate Greg Elkins.

For the second reading, Pace voted for the budget, leaving Magistrates Travis Thompson and Robert Blanton as the negative votes.

Pace said the $152,000 change in the jail budget amounted to about 1 percent of the county’s 15.8 million budget.

“If 1 percent doesn’t go your way and 99 percent does, it doesn’t seem logical to vote against it,” Pace said.

The county also recently received a $9,800 grant from the Kentucky Department for Libraries and Archives toward a project to print the county ordinances into one document. Pace said the grant should cover most of the expense, which was included in the county budget for the new fiscal year.

The entire project should take six to nine months to complete, he said

In other action, the fiscal court:

— reviewed letters of engagement from Patrick and Associates to perform the fiscal court’s audits for fiscal years 2018 and 2019.

— appointed Ryan Dotson and Bruce Manley to the Winchester-Clark County Industrial Authority.

— appointed Tim Janes to the Clark County Public Library Board of Trustees.

— appointed Ron Toler to the East Clark County Water District Board of Commissioners.

— appointed Stacy Lisle and Nini Edwards to the Winchester-Clark County Tourism Commission.

— voted 5-2 against the first reading of a joint ordinance to restructure the Winchester-Clark County Parks and Recreation. The proposal, which started with the Winchester Board of Commissioners, would have added a seat to the board for a member of the Lykins Foundation, rather than it counting as one of the city’s appointments. Pace said he was concerned about a private entity having a seat on a public commission. Magistrates Travis Thompson and Robert Blanton voted in favor of the change.
