Kenneth E. “Slick” Ragland, 85, passed away peacefully on Monday, January 27, 2025, at Windsor Care Center in Mount Sterling, Kentucky. Born in Clark County on January 30, 1939, to the late Gifford and Eunice Hundley Ragland, Slick lived a life full of purpose, service, and deep connections to his community.

A dedicated professional, he spent many years at JK Smith Power Station before retiring from East Kentucky Power Cooperative. Slick’s commitment to his community extended far beyond his career—he was a cherished member of Central Baptist Church and a longstanding leader in local organizations. He served as president of the Winchester Little League and was president of the Civitan Club, where his kindness and leadership made a lasting impact.
Slick’s legacy lives on through his loving family, including his daughters, Tonya (Greg) Willoughby and Andrea (Chip) Graves; his grandchildren, Candace Elliott, Felicia Willoughby, Laura Shay Graves, Julia Graves, and Daniel Graves; and his great-grandchildren, Elijah and Camden Elliott. He is also survived by several extended family members and countless friends whose lives he touched.

Family and friends are invited to celebrate Slick’s life during visitation from 11:00 AM to 12:00 PM on Friday, January 31, 2025, at Scobee Funeral Home, with the funeral service immediately following. Pastor Billy Keller will officiate the service, and burial will take place at the Winchester Cemetery.

Serving as pallbearers will be Greg Willoughby, Chip Graves, Daniel Graves, Elijah Elliott, Camden Elliott, and Cody Willoughby. Honorary pallbearers include David King, O’Dell Flynn, Daryl Glover, and BJ Wasson.

In lieu of flowers, the family requests that memorial donations be made to the Winchester Little League, P.O. Box 914, Winchester, KY 40392, an organization dear to Slick’s heart.
