Elkins files bill to increase school bus safety

Greg Elkins, a Clark County native, has represented District 28 in the Kentucky Senate since 2023.
The former Fiscal Court magistrate recently made headlines in Frankfort as well.
According to a press release from the Commonwealth of Kentucky Senate Majority Caucus, Elkins, a Republican, has filed a bill to increase school bus safety.
“Ensuring the safety of our children on school buses is a top priority. Too often, reckless drivers endanger students by ignoring stop arms, and this bill provides a modern solution through camera enforcement,” Elkins said. “With clear penalties and accountability measures, we’re taking a strong stance to protect our students. By holding drivers accountable, we’re creating a safer environment for Kentucky’s students.”
Specifically, the filed bill is designed to amend Kentucky Revised Statute (KRS) 189.370 and KRS 189,990, which are focused on school bus safety and traffic violations.
Proposed changes include clarifying the requirements for vehicles to stop when approaching a school or church bus receiving or discharging passengers, provided the bus has its stop arm and signal lights activated.
The bill also seeks to specify that vehicles on a highway divided by an elevated barrier or unpaved median do not need to stop when approaching from the opposite direction.
It will look to introduce a rebuttable presumption that the registered owner of a vehicle is liable for the violation if the operator’s identity is unclear. It will also add new fines and civil penalties for violations of the stop arm law of $300 for the first offense and $500 for subsequent offenses within a three-year period.
Certainly, not least, the bill seeks to outline how fines will be collected and distributed – primarily to school districts operating the camera systems – with provisions for law enforcement agencies to charge administrative fees.
As a representative of the 28th Senate District, Elkins – in addition to Clark County – serves Bath, Menifee, Montgomery, and an eastern portion of Fayette County.
