Dotson to lead legislature’s Capitol Planning Advisory Board

Ryan Dotson, a Republican member of the Kentucky House of Representatives representing the 73rd District that encompasses Clark and portions of Fayette County, has been in office since 2021.
Representative Dotson will continue in office while serving in a new role.
As stated in a press release from the Kentucky House Majority Caucus, Dotson was named Co-Chair of the Kentucky General Assembly’s Capital Planning Advisory Board.
The announcement had been made earlier in the week by House Speaker David Osborne.
“Representative Dotson was a natural pick to lead this committee on behalf of the House and, as a small business owner and advocate of fiscally responsible government spending, brings a wealth of experience to this role,” said Osborne. “State government has an obligation to ensure we approach public construction projects in ways that benefit Kentuckians.”
The responsibility of the Kentucky Capital Planning Advisory Board (CPAB) is to oversee the planning and management of the state’s capital projects. Such projects typically involve large-scale expenditures for infrastructure, construction, renovation, or other significant physical assets. The board plays a critical role in ensuring that the state’s capital investments align with the legislature’s long-term goals and priorities for Kentucky. The CPAB will review capital project requests submitted by state agencies and institutions and evaluate the necessity, feasibility, and priority of such projects before it submits a comprehensive improvement plan outlining projects, costs, and funding.
In his role, Dotson will lead a board that’s composed of delegates from all three branches of government, working to ensure coordination among state agencies to avoid duplication of efforts and optimize resource allocation. The board also improves transparency by providing both the public and policymakers with a clear picture of the state’s capital needs and priorities.
“I appreciate the opportunity to chair this committee and look forward to working with colleagues to ensure we act as good stewards of the taxpayer’s resources,” said Dotson. “State buildings and facilities are resources that belong to the people of Kentucky. We have an obligation to ensure that a plan is in place to meet the state’s needs, as well as make sure new facilities are well-built and existing ones [are] responsibly maintained. We have to continue allocating resources in fiscally responsible ways while making the right investments that impact all Kentuckians.”
According to the National Conference of State Legislatures, a committee chair “serves as the parliamentary head of a committee. The chair sets the committee’s agenda, determining when – or in many states, whether – bills would be considered.”
The 2025 Regular Session will convene on Tuesday, January 7 and legislators will meet for 30 legislative days before adjourning by March 30.
