Winchester woman charged with multiple counts of child abuse

A Winchester woman faces multiple charges, including endangering the welfare of a minor and 1st-degree child abuse, after being arrested for a DUI last week.

According to the arrest citation, a vehicle being driven by 33-year-old Amanda Conner was observed by a Winchester police officer driving north on Bypass Road with only one headlight on Wednesday, Oct. 25.

The officer stated in the citation that they made the traffic stop in the Tractor Supply parking lot.

Upon making contact with Conner, the officer observed three children in the vehicle.

Conner advised the officer that she was on her way home from Richmond and that she was also aware the headlight was out and was in the process of getting it fixed.

The officer noted in the citation that they could smell the odor of alcohol emanating from the driver side of the vehicle and that Conner also allegedly had “red glassy eyes and slurred speech.”

When asked if she had been drinking, Conner replied that she had “1 drink” at a friend’s house earlier in the evening.

Conner agreed to field sobriety tests that the officer reported that she subsequently failed and then was taken into custody.

Two days later, Conner was charged with two counts of 1st-degree child abuse while being lodged at the Clark County Detention Center.

According to the arrest citation, three children in Conner’s care were found to be living in an apartment covered in dog feces.

The children’s toys were reported also to be covered in fecal matter.

Conner is noted in the citation as stating that the residence had been in such a state for two to three weeks and that “No one should have to live in this.”

The citation states that investigators had trouble navigating the apartment without stepping in excrement.

Conner is being held on two bonds totaling $2,000, one being $500 cash, at the detention center.
