Transportation cabinet to hold public hearing in Clark County

The Kentucky Transportation Cabinet (KYTC) will hold a public information hearing in Winchester, Clark County. The purpose of the meeting is to share the recommended alternative, findings of the Environmental Assessment, and to provide opportunity for public comment.

This project will complete a four-lane bypass route around the western, southern, and eastern sides of the City of Winchester. The roadway will connect Boonesboro Road/KY 627 to the current end point of the Veterans Memorial Parkway, at Irvine Road/KY 89.

A rural design will be used for the majority of the project. This includes two 12-foot lanes, a grass median, and paved outside shoulders. An urban design would be utilized for a new T-intersection located along Boonesboro Road. A narrow overall width for curbs and gutters will be applied.

The objective of the project is to improve east-west connectivity between the main roads that radiate from the center of Winchester into the southern half of Clark County. This would provide a direct connection to the existing eastern and western Winchester Bypass routes.

The public hearing will take place 5:30 – 8 p.m. on Thursday, Aug. 3, 2023. The location will be the George Rogers Clark High School, 2745 Boonesboro Road.
