Man sought for multiple child abuse charges apprehended

The Winchester Police Department has apprehended a man accused of crimes allegedly occurring during the last two years.

On Saturday, July 8, the Clark County District Court filed a warrant for the arrest of Chester Scott Beets.

Beets, 51, is charged with 1st-degree sexual abuse, endangering the welfare of a minor, and promoting a minor in a sex performance.

It was reported by a woman that her daughter had disclosed to her that Beets inappropriately touched another while in his care, according to the arrest citation.

The inappropriate actions allegedly began when the child was 12 and persisted until the age of 14.

In addition to inappropriate touching that involved various body parts, it is alleged that Beets would remain persistent and continually make advancements if denied.

The Kentucky Department for Community Based Services (DCBS) conducted an interview, and the allegations against Beets remained consistent.

It was also reported that, on at least one previous occasion, Beets provided alcohol.

Text messages revealed messaging offering financial payments for inappropriate photos, with several messages expressing a desire to be with the child romantically, according to the arrest citation.

The warrant was executed by the Winchester Police Department, who arrested Beets at approximately 4:30 p.m. on Sunday, July 9.

He is being held at the Clark County Detention Center on a $50,000 bond.
