BOE approves athletic facility designs 3-2

The Clark County Board of Education narrowly approved the design and cost estimates for the fieldhouse and athletic fields.
RossTarrant Architects and Codell Construction presented its design development documents and cost estimates for the project at George Rogers Clark High School to board members Tuesday evening.
The board approved the design development documents and cost estimates 3-2; Board chairperson Scott Hisle and board member Judy Hicks opposed.
The designs show the baseball and softball fields, in-ground dugouts, a press box, concession stands with public restrooms, bleachers, lighted fields, an 18,000 square foot field house with locker rooms, indoor practice areas and storage for athletic equipment and weights, concrete paving in all common areas and a practice area for football players which has a total conceptual budget of about $7.2 million.
Partners in Education Executive Director Greg Yates reported to the board, updating the members about PIE’s growth in comparison to the fiscal year 2017. From FY17 to FY18, PIE added six new partners and 61 new volunteers.
The growth meant double the volunteer hours and doubled the number of students impacted, Yates told the board. Yates also spoke about PIE’s newest program, Be A Man or BAM, which will start in September. The goal of BAM is to provide positive male role models to young boys.
The board later approved a $10,000 allocation to PIE for the 2018 Good Giving Challenge, double its donation from last year. Hisle and Hicks recused themselves from the vote because of a perceived conflict interest; Hisle serves on PIE’s board and Hicks has a family member involved in the organization.
Greg Hollon, director of pupil personnel and student support services, told the board enrollment is currently totaling about 5,131 students for the 2018-19 school year; though, this number does not include preschool enrollment.
Hollon said this number would continue to fluctuate for a few months as the district continues to enroll new students every day.
The board adopted a resolution to honor the life of Henry Lee “Bussie” Rosenthal Jr. and his service to the school district. Rosenthal passed away Aug. 8.
Hicks, who wrote the resolution, said Rosenthal was a knowledgeable advocate for the betterment of the Winchester-Clark County community and the school district.
Rosenthal served as the school board attorney for the Clark County Board of Education for 35 years from 1980 to 2015, practiced law in Winchester for 48 years, represented the planning and zoning board and served on the Clark County Public Library board.
In other action, board members:
— approved new threat assessment documentation and procedures.
— approved revised Title II coordinator job description.
— approved part-time allied health instructor at the Area Technology Center.
— approved, 3-2, change order #17-3 to Green’s Mechanical Construction for the GRC gymnasium and athletic fields project (BG 16-238) in the amount of $5,761.15; board member Michael Kuduk and Hicks opposed.
— approved, 4-1, change order #19-5 for the GRC gymnasium and athletic fields project (BG238) for $99,187.50; Hicks opposed.
— approved pay application #1514-20 to RossTarrant Architects for the GRC gymnasium and athletic fields project (BG 16-238) for $9,287.91.
— approved pay application #1829-03 to RossTarrant Architects for the GRC fields house and athletics phase 3 project (BG 16-334) for $45,450.40.
— approved pay application #8 to Codell Construction, contractors and suppliers for the GRC gymnasium and athletic fields project (BG-16- 238) in the total amount of $848,102.39 .
— approved reimbursement for the electrical license fee and local permits payments to Codell Construction for the GRC gymnasium and athletic fields project (BG-16-238) in the total amount of $10,617.
— approved pay application #14 to Performance Services, inc., for guaranteed energy conservation savings project (BG 17-178) for $284,728.50 .
— approved, 4-1, the BG2 for the GRC field house and athletic fields project, BG (18-334) pending the Kentucky Department of Education’s approval; Hisle opposed.
— approved BG3 for the GRC field house and athletic fields project (BG 18-334) pending KDE approval.
