CLARK COUNTY SHERIFF
Charged
— Philip Sands 46, of Mount Sterling, was charged Friday with first-degree possession of a controlled substance and possession of drug paraphernalia.
Reports
— At 1:26 p.m. Wednesday, deputies were called to 5896 Schollsville Road after someone took a digital camera from the residence.
— At 2 p.m. Thursday, deputies were called to 5955 Mount Sterling Road for an animal complaint after a man was bitten while two dogs were fighting.
— At 1:22 a.m. Friday, deputies found a man sitting in a car at Lykins Park. Deputies saw a plastic bag on the car’s floorboard, received permission to search and found suspected methamphetamines inside. Phillip Sands of Mount Sterling was arrested and charged with first-degree possession of a controlled subtance and possession of drug paraphernalia.
WINCHESTER FIRE-EMS
— On Wednesday, EMS personnel responded to 19 general medical calls, four cardiac cases, two respiratory cases, one diabetic case, two seizures and one overdose.
— On Thursday, EMS personnel responded to 10 general medical calls, two cardiac cases, one respiratory case, one diabetic case, two seizures and one overdose.
— At 2 p.m. Wednesday, firefighters responded to a motor vehicle accident at Bypass Road and Frontier Drive.
— At 7:41 p.m. Wednesday, firefighters responded to an unauthorized fire at 110 Fitch Ave.
— At 9:08 p.m. Wednesday, firefighters responded to detectors sounding in a residence at 121 Holiday Road. It was a false alarm.
CLARK COUNTY FIRE
— At 6:24 a.m. Thursday, firefighters assisted EMS personnel with a call at 415 Mount Vernon Drive.
— At 2:40 p.m. Thursday, firefighters responded to an alarm sounding at 113 Eastridge Drive.
WINCHESTER POLICE
Charged
— William Duke, 40, was charged Wednesday with theft of receipt of a stolen credit card.
— Jacob Anthony Bowman, 30, was charged Thursday with theft by unlawful taking.
— Melaney Jo Parks, no age given, was charged Thursday with fourth-degree assault and alcohol intoxication.

— At 3:54 p.m. Wednesday, officers were called to 114 Holly Ave. for a trespassing complaint.
— At 4:08 p.m. Wednesday, officers took a report concerning an identity theft.
— At 6:47 p.m. Wednesday, officers were called to 104 Gary Court concerning a stolen truck.
— At 9:45 p.m. Wednesday, officers were called to 510 Rolling Hills Lane concerning a stolen vehicle.
— At 10:58 a.m. Thursday, officers were called to Brown Proctor Apartments, 108 S. Main St., concerning a theft of medication and money.
— At 1:44 p.m. Thursday, officers were called to 1137 Dale Drive after a juvenile was bitten by a pit bull.
— At 4:15 p.m. Thursday, officers took a report concerning a recovered scooter.
— At 6:05 p.m. Thursday, officers were called to 116 Alabama St. after someone broke into a residence.
— At 7:08 p.m. Thursday, officers were called to 1 Shoppers Drive concerning a person sending a threatening text message.
— At 8:06 p.m. Thursday, officers were called to 113 S. Burns Ave. after someone stole a surveillance camera.
